A project charter is a document that details all the set objectives and goals of a project, the needed resources including people and the benefits expected of the project. A project charter basically provides scope of the project. It is a short document that enlists the goals, the ways to achieve the set goals and the participants of the project (including stakeholders). Although it is the first step in managing projects, however, a project charter is referred to during the entire project time period.
