According to Joseph Juran, organizations planning for quality improvements must understand the concept of project to project improvement. He though that there is no other way to improve quality. In project to project improvement, the managers should give priority to the projects who need more improvement. This can be done by considering the hierarchy of language. This hierarchy shows that the operational processes that are performed at the lowest level of hierarchy i.e. the technical and engineering related work should be taken into account first for improvement. However, these operations are to be prioritized. So the technical personnel has to adopt the language of management i.e. money. This means that the projects/operations must be given priority based on the financial returns.
