When a project is to be carried out, it is important to identify the requirements. The requirements of a project are needed to be defined to carry out the procurement process. Procurement process involves five cycles. Requirements cycle is the first step of the procurement process. Requirements cycle is used to define the requirements of the project from its detailed definition. Requirement cycle includes project needs definition, project statement of work, work breakdown structure, and specifications, make or buy analysis, developing schedule, cost estimation, getting approval. Requirement cycle also considers defining the specifications including design specifications, performance specifications and functional specifications.
