When a project is carried out, it is necessary to measure its performance in order to determine if the project is going as per plan. A performance measurement baseline for a particular project is developed to check its performance. It is a time-phased plan which integrates all the important aspects of the project i.e. scope, schedule, cost etc. Performance measurement baseline measures the accomplishment of the planned work for a project. It also measures if the project is within the estimated budget and the activities are performed at the right time according to the schedule. A performance measurement baseline shows the deviation of work from the plan.
