Needs identification starts with the recognition of a need, problem, or opportunity and ends with the issuance of a request for proposal (RFP).

Needs Identification Notes:
The first stage of a project life cycle is needs identification. A customer identifies opportunities or a need of doing something better than the way it is done currently. Based on the identification of a problem or need, the customer desires to carry out a project that addresses the identified need and weigh its benefits against the consequences. By properly identifying the needs, a customer can give focus and attention to the projects that are needed to be carried out first, in short, prioritizes the projects. For example, an organization identifies that there is a lack of communication of information among different departments. This enables the organization to feel the need of a computer software that links all the departments together through a shared database.
