Noun clause, is a group of nouns that work as a noun within a main clause. But they are dependent clause, that's why they can't stand alone in order to convey complete sense or meaning of a text. Dependent clause always need independent clause to depend on. Noun clauses are not a complete sentence. Noun clause can act as a subject of a verb in the same way noun clause can act as a direct object. Noun clause can be a subject compliment or adjective compliment.
