It is a Spanish term used in USA for factory which operated under free tariffs and favorable duty hours. Its meaning is "Assembly Plant". There is no duty taxes imposed for the products because all other companies who are involved in the manufacturing process pay tariffs for the transportation of material whether it is import or export.
